Vulnerable Road Users (VNU) is a collective term for road users who have less crash protection than people travelling in motor vehicles.

This includes cyclists, horse riders, pedestrians, motorcyclists and many more.  If you would come off worse in a collision, you should consider yourself a vulnerable road user.

We all have a responsibility to keep ourselves and other road user safe when travelling, whether we are behind the wheel or out walking, cycling, riding, scooting or jogging.

The following sections contain valuable information for everyone. It is as important to understand as a motorist how vulnerable road users use our highways as it is if you are a vulnerable road user yourself.

It may surprise you to learn that private e-scooters should not be used anywhere other than on private land with the permission of the landowner. It is illegal to use them on public roads, pavements, parks and car parks. You could be fined and get penalty points on your driving licence, and the scooter could also be seized by the police.

Rental scooters are currently allowed on public roads, including cycle lanes, but they come with their own set of rules. These rental schemes are also known as ‘e-scooter trials’. It is illegal to ride a rented e-scooter on a pavement or a motorway.
